I'm still very confused about what you're seeing and what indicates there's a problem.
I checked the properties on the folder, and checked the properties on the contact list, the contact list's properties were set to none, giving no visibility or any accessing ability. The only permissions that matter are those on the contacts folder's Properties dialog. I don't even know where you might be looking at "the properties on the contact list" to see permissions. It's still not showing the "global contact list" in my contacts tab, but it is showing in folder list.
