I feel stupid know and know I'm not.. the wizard in Outlook to export or OE
to import? both don't work. OE claims that I have to make sure to have a
personal addressbook in Outlook and that this is configured as the default
personal adresbook

The Wizard in Outlook should be use to export to a CSV file (Windows).
OE's Wizard can then readily import that file:
File Import Other Address Book Text File (CSV).
I've never seen anyone have any trouble with it.
