Default Limited distribution list

Is there a way to limit a distribution list so that:

Only authorized users (groups) can see it and / or Only authorized users
(groups) can use it.

I noticed that the 'Pre-Windows 2000 Compatible Access' group is the one
preventing this from happening. It's rights at the group level are
inherited and I'm afraid to modify the inheritance.

Any ideas?
