Default translation error

Good afternoon,

I am trying to import a CSV file to one of my contacts folders in Outlook
2003 (I am using Windows XP home edition). I have done this before and it has
worked correctly. Now, I am getting an error message which reads: A file
error has occurred in the Comma Seperated Values (Windows) translator while
initializing a translator to build a field map. Outlook was unable to
retreive the data from the file. Verify that you have the correct file, that
you have permission to open it, and that it is not open in another file.

I have verified all that I have the correct file, and it is not open in any
other file. I have deleted the CSV file and created a new one, and I have
re-booted my system. I also tried to import into a newly created contact
folder. Each of these trials resulted in the above error message.

Any advice would be greatly appreciated.
