I have new computer and in outlook sign in box keeps popping up and
I am signed in

are you sure your subject isn't backwards? most of the time people can
receive and not send. if this is your case first double check your mail
server settings and check and see if your isp server requires authentication
and if so check that box and in settings/advanced use same settings as
incoming server.
