Default Sort Contacts using surnames when click on To: in a new message?

In Outlook 2003, when in a new message and clicking on To: my contacts are
sorted using first names. Is there a way to have them sorted by last names?

Can you answer the same question for Outlook 2000? (How to sort contacts by
last name when clicking on To: in a new message). Thanks!
