Default contact name sort differs ?

When I pull up the address book (by selecting the TO button in an e-mail), I
get a mixture of 'first last' and 'last, first' for my contacts. How do I go
about reconciling this into one or the other? Looking at the contacts in
other views show them as I would expect (file as: 'last, first' full name: '
first last').

You can correct this with the Tool "ChangeNames":
