Default Distribution List troubles

I created distribution lists in our company public contacts. Whenever
we use the list to send an email, not everyone receives the email. It
is not the same person everytime, and all the addresses in the list
are valid. Is there a limit on the number of addresses you can have
in a list? Is it possible that the addresses we are sending to would
limit the number of people in the "to" line? I am at a loss.
