Contacts not showing up

Default Contacts not showing up

I am having an issue with contacts in Outlook 2003. When the contacts tab is
clicked all contacts are listed. However, when creating a new message and
after clicking on the To: button nothing shows.

I have tried to adjust the following settings by the steps below:

Address Book\Tool\Options\Show This Address List First....

But the down arrow only gives me one option, Contacts, which doesnt display
anything.

Please advise?
