Default Plain Text Mail

I have my mail preferences set to HTML, but any mail I send now shows it as
Plain Text. Even mail I receive is in Plain Text. How can I change to HTML?

I have 2003 version. I got it set up to create in HTML. But everytime I
open mail, it always opens as Plain Text. Is there a setting to open as HTML
all the time? This is my email for my job, so I am not allowed to create new
profiles.

I'd check with your system administrator seeing as this is work email. Maybe
they have specified plain text only.
