Default import address book from Eudora [TOC and NNT file pairs]

I want to import my address book from Eudora to Outlook or to a web based
email server. The instructions and programs I have found all assume the
address book in the nickname folder is in txt format whereas it is actually
in pairs of files called ***.TOC and ***.NNT

Any suggestions?
