Default Can't Send Without Adding Recipient To Contact List

Outlook 2007 WILL NOT allow me to send an email unless the recipient is
already in my Contact List. This is one of the most ridiculous and
frustrating features I've ever seen on a piece of software. I can find no way
to turn it off. Can anyone help me?
