Default Restrict a user to access GAL

I want to create a user - mail enabled, But I dont want him to see our GAL.
Is there a way ...

Or if I can restrict him to send mails only to Mr.A, Mr. B and Mr. C only ???
Urgent reply will be hihgly appreciated.
