Default Sharing Contacts

I would like to create an address list/forlder... on the Exchange 2007 server
that can then be added to peoples contacts in outlook. They can then
add/remove contacts to this list therefore creating a common address book. I
cannot find in the Exchange documentation where to do this. Note adding an
address list is not the answer.
