I set it up for the first time last month. I imported the contacts to set it
up for the first time. It wasn't installed before. I'm not using Outlook, I
don't understand your question "... threw Outlook into the mix."

there a Preference File I can delete or change something in RegEdit to

it to "reset" or even remove and reinstall the faxing feature?

You failed to specify your fax software. Read it's Help files.
Discover
which address book it integrates with and how to specify that
choice.
Clearly you have your Contacts in the Windows Address Book, not
Outlook.
If
you want your fax software to use your Outlook Contacts, then you
better
have some Outlook Contacts. And don't ever use a Personal Address
Book.
