Thanks for the reply, but we want to force users to not be able to create 'personal' distribution lists in their OAB in Outlook 2003. No, blocking .pst file use would have no bearing on this issue at all.

It might be possible by using Group Policy Objects to block the New |
Distribution List command (IDs: 5434, 5435, 5436) and the Ctrl+Shift+L key combination (76, 12). You can disable any menu or toolbar command by using a Group Policy Object.
