Default Follow Up flags

I use Outlook 2003. For some reason it has stopped allowing me to flag
messages for follow up. The Follow Up option appear under Actions and also on
the Toolbar but it is grayed out and not active. It used to be active. When I
open Tools Customize while in a message the Follow Up flage becomes active
while the Customize box is open but then goes inactive when the box is closed.

That makes sense as this particular account is Hotmail(MSN). But I was able
to flag these in Outlook 2002 and on another computer running Outlook 2007 I
am able to flag any message regardless of the type. At least I have not found
any to uable to flag.

Are you using the outlook connector to get the hotmail on both systems?
