Default TO: default choise

Outlook 2003 and Exchange 2003 on SBS 2003

I have succesfully set up public folder and added to favorites. When you
send a new email I would like the To: button to default to the publc folder.
How do you get that to happen? Thanks in advance.

Can't you specify which folder Outlook should show first in Tools Options
of the Address Book view?
