Default how do I have contact list appear as defaualt instaead of account

When I open a new E-Mail, and click on the To, Cc, or Bcc, accounts list
comes up (which has nothing stored there) instead of my Contact. Only one of
my computers is doing this.

Tools | Address Book then Tools | Options.
