Default Can I change the Order the Phone Number Fields Are Displayed

When I open a new contact file to add a contact the phone number fields
appear in the order:

Business Phone
Home
Business Fax
Mobile

Is there a way to change the order they appear in when I first open a new
contact file? (I know I can change them and that order will save when I save
the contact)
