how do I send by email or transfer a distribution list (of contacts) to
another computer?

Are we to assume you are also running Outlook on this other computer? Are we
to assume that the only data you want to transfer is your DL's, but nothing
else?

Yes, both computers are running Outlook and the only data I want to transfer
is the DL which contains all of the contacts (within the DL)

This is a very unwise thing to do. Storing Contact data only in a DL is
simply asking to lose that data, which you almost always will when you try
to transfer that data.
You must copy your Outlook data file and reuse it. You may also be able to
open this data file and copy the DL from it into your new PST file, but you
will risk corrupting the DL. If you export and import the data, it will be
lost for sure.
You can also email the DL's by inserting them as an Outlook Item in an RTF
message. Any other method will lose the data.
