Default Lost contacts after attempted import

I lost all of my outlook contacts after attempting to import a new .cvs file.
Now I am getting the following error "The messaging interface has returned
an unknown error. If the problem persists, restart Outlook." I have
restarted Outlook 3 times and have even rebooted my computer. No luck. I
attempted to import a recently backed up file of my contact and I can't even
restore the contacts. Help what do I do.
