Default How can I dial contacts in outlook 2007?

In Outlook 2003, I could dial people from my contacts [could dial but not
speak]. Outlook 2007 doesn't seem to be able to do that. It could easily be
my hardware setup; my computer is connected to an ethernet LAN and then to a
DSL modem. Do I need direct computer-to-phoneline access? If so, how would
I go about it?
