Default Form striped in off-line mode using Exchange 5.5

My company has an Outlook form to collect certain business data. This
form was distributed to across the enterprise. Unfortunately some new
to the company are still on Exchange 5.5 back-end systems. When these
users send their form via Off-Line e-mail the form structure is removed
from the document. This does not happen when they are on-line. Can
you tell me what's missing and how to fix these systems?

All systems are XP with Outlook XP. The same does not happen when the
back-end is Exchange 2003.

Can you provide more details, please, on what you mean by "distributed to across the enterprise"?
