You don't send forms. Forms are UI/code templates. You send items based on custom forms.

Possible causes are listed he

http://www.slipstick.com/problems/outbox.htm
http://www.slipstick.com/problems/nosend.htm

Another one is an invalid value for for the folder where the sent item should be saved.

Hi Sue,

it seems you misunderstood my problem.
I have publishes a custom from in outlook 2003 , it is an organizational form.

when certain users try and use the form and send it to another user is just
sitts in the outbox, where as other users have no problem.

other normal mails still gets sent but just not the form it sits in the
outbox in italics and has an icon of a pin up note.

I understood your problem precisely. There is no obvious cause for that problem. That is why I suggested you look at the known possible causes of items not sending. Standard troubleshooting steps also would include trying with a new mail profile (not using Cached Exchange mode if it's in use in the current profile) and starting Outlook in safe mode.
