I have a new form that I have sent and the recipients can see the form. But
when they reply they get a message that says "the form you selected could not
be displayed". So they have to have the original form saved on their desktop
before they can reply???

Not just saved, but published to their pst file. However, if they are
all on the same Exchange server system, then the form can be published
to the Organizational Forms Library, and then everybody will have
access to the form.

If they are not all on the same Exchange system, then the ones off-site
can be set to send the form with the message, and if the reply action
is set to use the same form as the message, then the viewers should be
able to reply with the form.

I did publish the form in the organizational library and set the actions tab
to look for that file. But for whatever reason it continues to state that it
can't find the form?

Has everybody cleared their forms cache? You will have to search help for how
to do that, as it has been so long since I had the problem that it has vanished
from my mind. Sort of like the good old days have disappeared, also.
