Default Blank Form

Environment: Windows Server 2003 - Exchange Server
Outlook Version: 2003 SP1

I created a form within our network. The form works great for users running
on Exchange. However, I have offsite users who use POP3. When the POP3
user opens the form, it looks perfect. When they fill it out and send it to
an Exchange user, it looks perfect. When the Exchange user fills their
portion out and sends it back to the POP3 user, it comes over blank. It is
taking the form and converting it to a regular message. Does anyone have any
suggestions?
