"Design This Form" button not working

Default "Design This Form" button not working

I have been working on creating a Custom Form and up until today was able to
go into the Contact I was creating a form for and select Tools l Forms l
Design This Form. Now, the "Design This Form" button is not available to use
(I can see it, but cannot select it).

(Outlook 2003- Contacts - Custom Form)

Any suggestions?
