Default OLE registry error

I have a form published in the organizational library, however, domain users
are receiving an error when trying to open the form - An error occurred when
trying to register the form in the OLE registry. I understand the solution in
KB 320835 however that would mean going to each individual computer on the
domain and making the changes. Is there anyway to give the users permission
to the HKEY_Current_User/Software/Classes/CLSID through group policy so
domain users who are not computer administrators can open the form?
