Default deploy client-side rules

I have a client-side outlook rule that I want to deploy to multiple users.
Currently, we do this using a WinBatch script to run the Rules Wizard on the
machines we want the rule on. I read somewhere that Outlook 2007 is the
first version that allows you to run scripts to install (deploy) client-side
rules. But I can't find anything anywhere about how to actually do that.
