Default how to set my designed form as default form in outlook 2007

i design a message form and want to set it as default in my outlook 2007 in
reply and forward mails how can i???

Don't do it. Unless you are using Exchange and are 100% certain that the server is set to strip TNEF/RTF content from outgoing messages, you're asking for trouble.
