I've created various Outlook templates to send to customers for more
information or to alert them about a potential harmful situation. My problem
is that in house recipients can see the information or content of the body
ofthe outlook template but if sent to an outside email base url the content
does not display. I'm not too proficient in VB

Do the recipients have your custom form published? They'd need that. You'd
also need to be sending only to Outlook recipients and using Rich Text
format and making sure it actually goes out and gets received in that
format.
