Default Standard Forms Library

We have a site that uses Organizational Forms, the problem we have is
users not following the directions correctly and they create additional
forms in multiply languages.

Is there a way to add additional forms into the Standards Forms
Library? (I couldn't find anything on that topic) or Is there a way to
add additional resource location to their drop down menu? Our
organization spans across the continent and this is the only site that
uses forms, we don't want to publish forms for the entire org to have
access or even read permission. Any advice or suggestions are greatly
appreciated.
