Default Disable Reply and Forward actions in custom form

Having issues creating a custom form for posting in a public folder that we
want to track discussions.

Created a custom form to disable the Reply and Forward actions. Once the
form is published to the Exchange server for use on the Public Folder, people
that attempt to respond to one of the topics ends up getting a general folder
error. (i.e. no access, over size limit, etc.)

All users getting the error have access to the Public folder. I myself even
get the error and I am an owner of the folder. I have published direct to the
Public folder as well as to Organizationl Forms on the server with no luck.

Need help please!!! Thanks!

Code does not work too well when used from a public folder. A workaround that I
have used is to create a dummy user, give everybody owner rights to that user
mailbox, and use the Inbox as your public folder. Code and forms will work as
expected from that Inbox.
