Default Problems opening email forms

I installed IE 8 on two terminal servers running Windows Server 2003 and
Office 2007. After installing IE 8, I was unable to open any email templates
links from our companies Intranet. I posted this problem in the IE
newsgroup, but they are suggesting I report this on the Outlook newsgroup.
One guy recommended I add MOTW (Mark of the Web) to my email template.
However, after reading about MOTW, it doesn't appear to apply to Outlook

Here's the problem I am facing:
Regular users cannot open any Outlook forms from our company Intranet (they
receive an about:blank window and a popup message "To
help protect your security, Internet Explorer blocked this site from
downloading files to your computer, click here for options". I click the
popup, select "Download File", the popup disappears, but the screen remains
blank). I uninstalled IE 8 on one of the servers, reverting it back to IE
7, but that didn't work. It only works when logged on as the administrator.
I changed security settings but nothing. Prior to installing IE 8 both
servers worked fine running IE 7.

Here's what has worked:
1. If I run IE without Add-ons on both 7 and 8. When I use this method,
the forms open without opening the additional 'about:blank' window
2. If I hold down the CTRL+ALT key then select the desired link. When I
use this method, the form opens but it also opens the additional
'about:blank' window

I disabled add-ons one-by-one to figure out the culprit. After manually
disabling every single add-on, it still didn't work! I have to physically
run IE without add-ons. I am at a loss right now. Can anyone shed some
light on this issue?
