Default VBA to create rules in Outlook 2007

Hi, I'm looking to create a new rule using VBA in Outlook 2007 that replys to the sender with a specific message. Could this be done with VBA? Some of the condition that needs to be filled is basically Sent to: and have server reply using a specific message.
