Default Automatic Messages

at work i often need to send inspection request's out in order to do this i
have to click the forward button on the email containing the files copy paste
in a word document then fill it out then add contacts etc. this makesthe
process longwindeed.

what i want to do is this:

when i click the forward button on the email with the attachments i want
outlook to check if email has attachments and if it is being sent from
fleetinspection mailbox if so then it is to you the "inspection request"
template i have designed for compiling the message and put the original
sender in the CC: Line.

how do i set this up?
