Default How to create a new email with certain options enabled

Is it possible within Outlook 2003 to create some VBA that will create
a new email message using the currently selected outlook profile with
the encryption and digital signature options enabled?

No, there is nothing in the Object Model that works with encryption or
digital signatures.

I thought all things in the GUI should be able to be scripted?

That would be ideal for any software, Microsoft or not! There's much more
control over UI/settings with Outlook 2007.
