Default Outlook Rule run on EXCHANGE SERVER (URGENT)

We have two outlook mailbox, Mailbox 1 and mailbox 2 , My rule define.
1. incoming mail to mailbox 1 auto send to mailbox 2, after delete send
item mail and emtpy delete item mail.
2. when using mailbox 1 send mail to someone, mail will auto send to
mailbox 2 and permenttly deleted the mail in mailbox 1
* All the rule run on exchange server and without open outlook
*At the end no mail copy in the mailbox 1 inbox , send item , delete item.

Please advice how to write the code.
