Default Got "A dialog box is open. Close it..." when Outlook isn't in use

Outlook keeps giving me the "Operation Failed " blurb, and will not let me
use it, and then another blurb appears telling me that "A dialog box is
open. Close it..." but Outlook isn't being used. I can't use my email at
all. So, I am wondering what is wrong?
