Default New panel on the Navigation Pane - Outlook'03

Is it possible to include a new button and sliding pane on Outlook'03 ?

We are evaluating Outlook as a front end for a new tool and having it as a
new panel, instead of a bunch of forms in a public folder would be way better.

Thanks

No, you can't add to the Navigation Pane.
