Default Access using SendObject for MAPI client

I am using outlook 2003 and access 97. On my terminal servers, I get an error
when using an access form that has a email function to use mapi client
outlook. On local workstations, same versions installed but no error.

Error:

The expression on click you entered as the event property setting produced
the following error: the command or action 'Sendobject' isn't available now.

I have ensured outlook is set to default client with no luck. Please help.

I am confident from testing is the mapi client in some way.
