Accounts - MS Outllok & Outlook

While creating a New Mail message in my Microsoft Outlook 2003 I get an
option ACCOUNTS which gives choice to send by MS Outlook & Outlook. What is
this and what the difference between the two...

- but does not send/receive in other computers - this further information is
for u to suggest any further idea....
