Final outcome:

I spoke with our IT department. Our Exchange server's rules were be applied
before my local rules. That explains the behavior I was seeing.

If you select ALL rules when you run manually, does the problematic rule
work or not?

Yes, when I enable all rules and running them manually, the problematic rule

I have a rule that fails to catch all the targeted mail in my InBox.

But if I then run the rule manually (with"Run Rules Now") the remainder of
the targeted mail in my InBox gets handled properly...

I discovered that turning off UAC enables the checkboxes so you can remove
the checkmark.

If you wish, you can then turn on UAC again.

I found the solution. If you turn off UAC, the checkbox is enabled so you
can remove the checkmark. Then, if you wish, turn on UAC again.

The Folder Option applet does NOT have "extension" to select. It has 3
tabs: General (with Tasks, Browse, and Click sections) and a View and Search
tab.
