Thanks for everyone's help. It did turn out to be a problem with the
profile. I moved all of the emails to am new profile and set it up
again and no popup! I appreciate all of the help!

It's been years since I've used OE so I can't say that I remember but
he claims that he never had this problem before. I shouldve mentioned
that we did do an in place upgrade from XP Home to Pro so...
