Basically its if I send a message of any significant size such as a 100k or
200k text or graphic it starts to send but aborts after 20 or so %. Totally
unpredictable, may send 1.5mb jpg then fail...

Bear yes AGAIN I do comply with all the caveats you suggest and YES I do
encounter this problem reoccurring time and time again. Honestly I do not
know if the cause lies in OE or XP but I can work...

Creating a new identity has always fixed it and probably would again as

Avast gives me no option to INSTALL in custom mode but I can, and had,
Internet Mail and Outlook/Exchange unselected in Avast's program custom
setting.

Note email scanning is off and running with entire AVAST removed was
previously tried.

I had this problem months ago without finding a cause but spending $150
modem-phone call & house call. I did find a workaround, create a new
