outlook can't open

I get this message when I try to open outlook..yet I have the most recent
version of OE located on my computer.

outlook requires Microsoft outlook express 4.01 or greater. you can install

I have added the contacts manually, some of them have been imported from a
backup. Some are synced from a palm pilot hotsync (mostly not) and some
have been synced using...
