Outlook can't SEND mail

Me, again. I receive NO error messages and Outlook doesn't tell me a thing.
I just know it doesn't send emails because I've asked the intended recipiens
to tell me if they've received the emails...

Can't open linked pages

Am using OE (can't get Outlook to work). When click on link the page appears
BEHIND OE. I have to minimize OE to task bar to view linked page behind it.
