Block people who can invite

Our CIO does not want anyone to invite him to a meeting except for his
secretary. He want all other users to be blocked from inviting him. Is this
even possible to do? We are using Outlook 2003...

Sorry, but there is no data file button to push when I open the Control
panel's mail applet. Nothing simple is ever easy.
