Office 2007 Outlook reports MSVCR80.DLL Missing, will not work

I am running a brand new laptop with Vista Home Premium and install Office
Pro Plus 2007 (Full retail).

I can start Outlook once after install, but after that it reports cannot
find MSVCR80.dll...
